Idea: per-space notification defaults set by the owner

Right now each member tunes their own notifications. It would help if the space owner could set a sensible default per space — for example, an Announcements space defaults to email-on-every-post.

Members could still override. Would this overstep, or is it a fair owner control?

Tried this on a staging copy first and it behaved exactly as described. Confident enough to roll it to production now.

I respectfully disagree on one detail. In my setup the opposite held true, though I suspect it comes down to community size.
